1. Introduction, Apologies and Substitutions
There were no apologies.
2. Proposed changes to Standing Orders following the Assembly powers referendum
2(i) Bills and Acts of the Assembly
Business Managers agreed to:
(i) amend Standing Order 26 to reflect the terminology changes required by the commencement of Part 4 of the Act, replacing references to proposed Measures and Measures with references to Bills and Acts respectively;
(ii) update Standing Order 26 to refer to Bills being submitted for Royal Assent in accordance with section 115 of the Act; and
(iii) update Standing Order 26 with correct cross-references to Part 4 of the Act.
2(ii) Orders in Council to amend the Assembly's legislative competence
Business Managers agreed to:
(i) amend Standing Order 25 to allow a process by which section 109 Orders are considered by the Assembly; and
(ii) update Standing Order 25 to reflect the fact that there is no provision in Part 4 of the Act requiring the Secretary of State for Wales to lay a section 109 order within 60 days or give notice in writing of refusal to lay.
2(iii) Member proposed legislation
Business Managers considered whether a mechanism for individual Members to propose section 109 Order is necessary. Business Managers requested a further paper outlining different options for individual Members to propose section 109 Orders and agreed to return to the matter at their next meeting.
2(iv) Additional consequential changes
Business Managers agreed to:
(i) update the ‘interpretation’ section of Standing Orders to provide the necessary definitions of terminology used following the referendum;
(ii) reflect all terminology changes in relation to Bills, Acts and sections 109 Orders throughout Standing Orders.
